Did they give you any other information? The formula alone can't give you the year... it just relates the year to the number of inmates. But if they gave you a number of inmates, you could find the year, or if they gave you a year, you could solve for the number of inmates.

well thats all they gave me so i assume its 2003 because of 0.003

i'm not sure then, but you can do what you think is best. Some of these questions are hard for me to understand... they aren't written well.

i got the answer its 2011 i had to divide 60.35 into 0.03 =2011
