If someone keeps saying "Hi" in messages (just a hi)...is it worthy of reporting for being "too repetitive"?

pushing that red button doesn't do much. red buttons should be destructive

Blocking is of course the obvious way to deal with this problem. But, do report them. If they're doing it to a lot of different users we'll want to deal with that.
