why does a diver outstretch his limbs when he is about to reach the water surface ?

OpenStudy (anonymous):

By outstretching the limbs and making the whole body shape more streamlined, the diver experiences less pain when breaking the water surface due to reduced pressure on his skin. Also, it also increases the force to break the surface tension of the water. It's kind of like cutting the water with a knife(that's the diver's hand) which would be much simpler that opening his hands wide.
