you know how to graph y = |x| right? it's like this |dw:1350313776629:dw| the transformation of y = |x+9| + 3 compare to y = |x| are + 9 to x ---> graph moves to the left 9 units and +3 to y ---> graph moves up 3 units so the vertex now will be -9,3
