ok... reading the question the time 1999 is 9 years after 1990. 2007 is 17 years after 1990 so you have 2 data points (t, n) which are (9, 857.6) and (17, 539.9) so you can now find the slope of the line... \[m = \frac{n_{2} - n_{1}}{t_{2} - t_{1}}\]
you need to have you model as a linear relationship n = mt + b
and be able to graph the straight line...
