No. law of inertia says if object is in motion it will be in motion if it is at rest it will be at rest ...until unless and external force is applied. inertia will try to oppose the external force, if stick is in motion inertia will oppose the force that tries to change the state and if it is at rest then inertia will prevent it from moving
