Why did Justinian I want to reform the law of the Byzantine Empire? The code needed to be reorganized. The code needed a few refinements. The code needed to delete the ordinances. The code needed to include imperial decrees.

I'd go with the code needed to be reorganized. By the time of Justinian's reign, the empire had collected a huge body of laws from Rome and elsewhere and Justinian wanted to organize and clean it up so that the ordinary people of his empire could understand it and rely on it no matter where they went.
