The answer I'd go for is (A) Breaking of the Sussex Pledge and the Zimmerman Note. The Sussex Pledge was a promise by Germany to restrict their sub attacks, but they threw it out when they became convinced that they could achieve naval supremacy later in the war. The Zimmerman Note was also a contributor -- Germany basically asked Mexico to attack the US if they joined the war, reclaiming areas lost to them such as Texas. It didn't go over well with the US who were told about it by the British who had cracked the codes to find out about it.
