If the soda part is confusing you, it doesn't have to be soda. Ice cubes float in regular water as well.

Here's the density curve of water: http://www.marietta.edu/~biol/biomes/physden.gif 0°C is freezing point (this is one reason why Celcius is SO much easier to work with than Fahrenheit), so that's the temperature of the ice.
