That bacteria are the most abundant life on the planet by a long way and if bacteria ate tar there would be no roads .

i think, what this statement is trying to say, is that bacteria can eat almost anything and they are very successful organism, having the ability to thrive in many different conditions or places.

I think, it means to say that petroleum-derived/non-organic products are rarely easily decomposed. Look at plastic bags.
