What's up with the “Jean-Paul” questions?

Google: "Julie Marshall's first cousin, Jean-Paul, lives and works in Belgium." There are TONS of results. This is apparently a very common question, originating, near as I can tell, from McGraw Hill (4th google result). Bottom of Pg 14 of the attached doc. In every discipline there are "classic problems" -- this is apparently a classic problem in economics. That's my hypothesis anyway.

I wonder if it's FLVS (Florida Virtual School). There are lots of FLVS questions asked in the math study group. I also wonder how the virtual school handles students using open study or other such online means to work on graded papers/essays/problems.
