The relation {(x,y)|(1,0), (2,3),(3,4),(4,6),(5,7)} is a function because every unique x value produces a unique y value and passes vertical line test. The relation {(x,y)| (1,0), (1,2), (2,3), (3,4), (4,5)} is not a function because x = 1 produces different y values. Also, does not pass the vertical line test.
