So the question is just saying what is the earliest date of the saturday that comes after 2 Mondays and 2 Thursdays of the same month? Am I correct?

I think it means second thursday, then after that, the second Monday and then the first Saturday and I end up with the Monday date being 19th and the Saturday being 24th. 1 is a date too far for me.
