The roster form is just a list of element (Eg. {-1,0,4,10}). The proper set builder notation is of general form : \[S = \{ x \in \mathrm{a \; certain\; set} |\; \mathrm{Some \; condition \; on}\; x \}\] Thus there is no exact answer to the question, but one is much closer than the other.
