How capacitance is defined by Q=CV? Where the charge is not proportional to capacitance when capacity of capacity is full or over.

Hello, the charge indeed is proportional to the capacitance when the capacitor is fully charged. And that fully charged value is Q= CV. DO you mean the value of current in the circuit?. In that case, current stops flowing since the capacitor is fully charged now and does not need any more charge flowing into it.
