Where are the enzymes located that are required for CO2 fixation in plants?

there involves so-many enzymes in CO2 fixing reactions, dispersed in chloroplast. Generally each enzymes require specific substrate to act. i guess it is the substrate which are compartmentalized for these reactions, not enzymes- mean substrates are actually transported to particular site for particular reactions. The concentration of active-enzymes (most enzymes are in inactive states like pro-enzymes, require some changes to become active) also seems higher in those places where reaction taking place.
