potential is a relationship between two different places , gravitational potential is a relationship between relative heights , a mass has gravitational potential energy if above the ground, (whether it is falling or held). electric potential is a relationship between the electrons stability at either two terminals . electrons in the terminals have potential energy if there is a region nearby that that is more chemically stable (whether or not the terminals are connect with conducting wires or not)
