According to Newtons 3rd Law, the team who pushes harder on the ground would win
If you pull harder on the rope than you push on the ground, you pull yourself towards the rope -- i.e., towards the other team. On the other hand, if you push harder on the ground than you pull on the rope, you pull the rope (and the other team) towards you. |dw:1351276097841:dw| Those are the 3rd Law forces on you from the rope and ground. The net force is the difference.
actually it matters a lot that how u pulls what is the angle of force what is the frictional coefficientetc. without which u cannot even predict which one wins
