Why did Justinian I want to reform the law of the Byzantine Empire?

Basically to reorganize them so that anyone in the empire could understand what they were. It was an important part in establishing better unity when people can expect the same laws that apply to citizens in Italy can also apply to them if they lived in Asia Minor.
