This is something of a tricky question. Constantinople wouldn't be a bad answer. It's where Belisarius and the fleet he was given were given the blessing of the empire before setting sail, though he picked up horse and additional soldiers along the way. Methone is also an interesting choice because that's where Belisarius took on fresh bread and supplies to deal with troops sickened by moldy bread during their rest there. After that, his fleet and the army it carried began sailing towards the Vandal kingdom. Technically, it's the last destination on this list where Belisarius and his soldiers rested themselves and -- after some difficulty -- left to invade. Still, though, it was only one city among a few others that Belisarius and his fleet stopped at on their way to Carthage.
