first add 9 to both sides \[\frac{ -2 }{ 5 }x < 9/10 + 9/1\] make the LCD 10 \[\frac{ -2 }{ 5x } < 9/10 + 90/10\] combine the fraction for 99/10 then multiply each side by 5 \[-2x < \frac{ 99 }{ 10 } * \frac{ 5 }{ 1 }\] then it becomes 99/2\[-2x < 99/2\] divide each side by -2 and your answer is?
