When adding mixed numbers, you can separate the whole numbers and the fractions. So this can be 7+6 and 3/10+1/5. 7+6 equals 13, and 3/10 +1/5 = 3/10+2/10 (multplied the second by 2/2 so that the two fractions have common denominators) = 5/10 or 1/2, so the answer is 13 1/2
