It is not from the US Constitution, which contains nothing on the subject of initiative -- and in fact there is no such thing as a federal initiative. You will never be asked to vote directly on a federal law. It may well be from the Florida Constitution, because many states do allow initiatives. If so, it speaks only to initiatives. The recall is the power of the people to pass around a giant petition that says they want to get rid of an elected official before his term of office expires. If enough signatures are gathered, a special ("recall") election is held, and if the official loses it, he is immediately booted from office. The passage quoted has nothing to do with this.
