i am working on it with laser institute of america now for laser optoelectric transmission of gif video file.

You can transmit anything by FM. It's just a question of the encoding protocol. Since GIF is a digital format, you would probably use one of the many well-known radio protocols for digital signals: http://en.wikipedia.org/wiki/HD_Radio
