the 4% is the tax rate. What you need to do is add up the prices to get $87, but then you multiply the 0.04 tax rate times the $87 sum of the prices. 0.04 * 87 = 3.48... that's how much tax you have to pay. So the total is 87 + 3.48 = 90.48
