If it is the vertical angles theorem, does it have to be two pair of angles that equal the same measurement(s) or not?

|dw:1351893945104:dw| Diagram is not to scale. They say that angles 3 and 2 are congruent. So, I was thinking it would correspond with the Vertical Angles Theorem. However, I'm not for certain.
