\[\frac{3a^2-13a+4}{9a^2+6a+1}\frac{28+7a}{a^2-16}=\frac{(3a-1)(a-4)}{(3a-1)^2}\frac{7(a+4)}{(a+4)(a-4)}\]\[=\frac{7}{(3a-1)}\]
