fertile land is nice...but people have grown food on not so fertile land if they know what they are doing, so fertile land isn't such a big requirement as water is without water, you can't grow food ----> no civilization is possible

now granted, you could easily get your food from the sea (didn't think about that til now), but that's still a form of water you're relying on in a way

no...B is a contradiction how can the land be fertile if it gets very little rainfall?? You need water to have things growing, besides, civilizations couldn't grow things without water anyway. So B is out
