rain, bingo...you need water
fertile land is nice...but people have grown food on not so fertile land if they know what they are doing, so fertile land isn't such a big requirement as water is without water, you can't grow food ----> no civilization is possible
so that's a big hint as to why the population is distributed like what you see in the map
