Well, the cable would mostly be in a vacuum. It would need to be resistant to the sun's radiation. The moon isn't always the exact same distance from the Earth, so it would also need to be strong enough to resist the tensional forces exerted by the moon, and it would also probably need to be able to stretch to compensate for the changes in distance.
