All of theses factors are important, but you did say "environmental paramiters".  Ground water is super important.  Under ground aquifers are a common source of drinking water for local communities and farm wells.  Contamination from a landfill would be devistating to the community from increased illnesses, cancers, poor crop production, it could have all sorts of  environmental impacts.
