If the lines are parallel, their slopes are the same. If the lines are perpendicular, their slopes are negative reciprocals. You first need to find the slopes of both lines. The slope of the line 2x+y=-6 is -2, the slope of the line 6x+3y=9 is -2. Thus, since their slopes are the same, the lines must be parallel.
