i would add 9 to both sides tho –2/5x – 9 < 9/10 +9 +9 ---------------- –2/5x < 99/10

multiply thru by 5 and divde thru by -2 and keep in mind that when multiplying or dividing by a negative value; the inequailty sign flips around
