Through military action. 

The Philippines declared themselves independent of Spain (in the Spanish American War) as a republic. Unfortunately for the Filipinos, Spain handed over the Philippines to the United States for cash (Spain lost the war) and the US did not recognize them as a republic. When the Philippine fighters attempted to stand against them, they were put down.
