Can someone help me write a research paper? I don't understand it.

My topic was on abortion. This is how I laid it out:
Paragraph One: Intro
Paragraph Two: Background on the topic
Paragraph Three: Obama's Plan
Paragraph Four: Romney's Plan
Paragraph Five: Experts Intake
Paragraph Six: Illegal Actions

The thing is I have the information. My problem is for example if I'm writing about Obama's Plan, I don't know what to write about in there. Am I just stating facts and just citing my sources or do I have to give some opinion in there too?

you should write the facts and yes put in your opinion, what you think about it..is it good or bad do you think

Im against it, but I also see why some people are for it. In those body paragraphs Im just basically saying what the plan is, a quote, explaining the quote, stating my opinion on the topic or that quote?
