Can a point in Quadrant 2 be a break-even point for a system? How?

I think by "break-even point" you're referring to the point where two lines intersect and where something like cost is equal for either line? There are lots of situations where this would happen in the second quadrant but if you're considering something like time as the x axis then maybe that is not what the question is looking for. Recall that the second quadrant is where x is negative and y is positive. I hope that helps
