You didn't put any options to choose from but it will swell in a solution with a solute concentration of anything less than o.o4% and/or a solvent concentration of anything more than 99.06%.

As long as the solute concentration is larger than 0.04%, the cell will swell because of the water potential gradient, which causes the water to rush in from the solution to cell
