Well its not personification because its not taking on a human characteristic, therefore that leaves you with symbolic and theme. I am guessing there may be more text helping you decide between the two, but if there isn't i would go with symbolic, i mean haven't you ever seen the dramatic movie when you think something is going to happen because the clouds make it really dark (bad) or the clouds open to show the sun (good).
