A) The best word to describe their relationship in that period would be "icy". After the Cuban revolution put Fidel in power and turned it into a Communist state, relations between the US and Cuba quickly turned sour to the point where the US attempted a small incursion in 1961 hoping to spur a revolt against Castro. Having a communist nation 90 miles away didn't make the US very happy. B) Partly to deter any future US intervention against Cuba but also to give the Soviets a strategic advantage. Parking nukes within striking distance of nearly every city within the continental United States was incredibly appealing to Khruschev who was also a tad concerned at how advanced the US had become in their missile technology and wanted to counter it.
