I'm not quite sure, but I think it would be something like... A) if the max error of the population is ten thousand, then the 280,000 figure can be wrong by up to 10,000 in either the positive and negative direction, meaning the lowest the population can be is 270,000, and the most it can be is 290,000. B) Sounds like the length measurements can be off by at most one centimeter. Since its asking for the smallest possible peremitier, take one less than the two listed values (6cm by 3cm), and figure from there. Resulting in (6+6+3+3= 18cm) Not entirely sure, but I gave it a go. Hope it helps!
