I think this implies geo-stationary? if so, good for communications or anything where you want to keep an eye on one certain spot on Earth.

Highest possible apogee is one possibility. You launch directly east, and your rocket starts with the rotatioal velocity of the Earth, which gets you 700-1000 MPH for free. Also, yes, if you want a geostationary orbit, it has to be equatorial, because otherwise there's no way to keep your satellite directly over one spot on the ground.
