which one is higher up? the house of representatives...or the senate? so if i made up a random bill like one that would most likely not get passed..which one of these would i show it to first?

The composition and powers of the House are established in Article One of the United States Constitution. The major power of the House is to pass federal legislation that affects the entire country although its bills must also be passed by the Senate and further agreed to by the U.S. President before becoming law (unless both the House and Senate re-pass the legislation with a two-thirds majority in each chamber).

Congress includes the House and Senate. The senate is the upper house with 2 members per state. The House is the lower house with member numbers dependent on state population. All funding bills must originate in the House. Impeachment must originate with the House. The House is closer to the people because each member must be reelected every two years. The Senators are elected every 6 years.
