Are you wanting to know about the Rome or the Byzantine empire?  If it is the Byzantine empire, which is the ester roman empire, then it is the aristocrats.   The aristocrats were of roman descent and we're mainly wealthy landowner and merchants who would buy their way into aristocracy, the others were aristocrats by birth.  The aristocrats composed up a very small portion of the people in the empire, but had control of the land and most people, due to the fact that most people lived as slaves to them and lived off their land.
