The first, of course. Why don't you just read the text of the Constitution? http://www.usconstitution.net/const.html It's not long, and it's written in pretty plain English. You could answer simple questions like this yourself, and, as a bonus, you'd become more familiar with the document that governs your life. One of these days you may be asked to vote on what it says, or to alter what it says. It's not too soon to start educating yourself to have an independent opinion, and stop depending on what *other* people tell you the Constitution says.
