Initially? Probably because the Romans tended to leave local government alone, and merely require a certain amount of taxes, which were not initially burdensome. (They later became so, and this accounts in significant part for the decline or Rome.) Additionally, once the Romans had secured an area for a while, there was the advantage of the Pax Romana -- the peace and freedom from brigandage and petty invasion belonging to a powerful overlord brought.
