I need help finding an equation of the line that has y-intercept=-2 and containing the point (5,-3)

Good. So "b" is the y-intercept (it's a reason for the name) so you know that y=mx+(-2) All you need to do is find the slope m. All you need to do is plug in the (x,y) that they give you and solve for m and you have you equation.
