if it is a system then you need atleast 2 equations. the first equation will describe the perimeter, and the second will describe the dimensions in relationship to one another. can you set up an equation for the perimeter that equals 18?

well if you are just looking for answers, then you should just work backwards... take your answer choices and multiply both the l and w by 2, and add them up to see if you get 18... for example... in a) 2(8) + 2(3) = 22, which is not equal to 18, so a is not the answer... just repeat, for the other 3.
