Sentence fluency is the idea that sentences flow into one another to create a coherent idea -- that you can read something and immediately get what the writer is trying to express. In short, it's how to make something readable. In the story you linked up, Thurber changes up the start of his sentences to make them interesting and flow into one another as if he were talking to someone. For example, saying something like: The bed fell on me. The house woke up. The family was awakened by the loud sound. ...sounds pretty dull, right? Every sentence starts with the same word. There's no variety, no life to get the reader invested in going further. Instead, he uses descriptive words and avoids fragmenting his sentences. Taking a sentence from the story, if it were written like this: The racket, however, instantly awakened my mother. In the next room. Who came to immediate conclusion that her worst dread was realized. ...all of those fragments make what he's trying to describe sound awful. By using commas in the right places, he's able to have it flow more smoothly as a single thought.
