What has the magazine done wrong? It has deliberately misled the public to make audiences feel the suspect looks dangerous. It has sentenced an innocent person to death based on rumors and unfounded judgments. It has not made enough alterations to the photo to make the suspect look malicious enough. It has created an image that is too similar to many motion picture promotional posters.

The first one, it has deliberately misled the public. The key word here is "suspected", but by altering the photo, the magazine has already cast aspersions against the subject in question making it biased.
