it is C.

A is an okay answer, but C is better. Sometimes the cells are exocytosis-ing important things like hormones etc.. (so it is not just expelling what they don't need).

Also sometimes cells take in "bad" things, like viruses or whatever in order to destroy them. So they don't just take "what they need"
