Im going with D because in 1991 the soviet union fell and America ended the cold war that was happening since the 50's that's hudge. Making it thus the first time we started dissembling our nuclear weapons and not producing massive amounts as before the 1990's. Then for minority rights im not comfortable on that end but im sure in the 90's we were trying to get bigger on multiculturalism and better protecting people based on their ethnic background or skin color. The 90's was our peace time expansion and BIGGEST economic growth but then in 2001-2013 you can see how that can easily be flushed down the drain. A simpler day.
